New Zealand entry: distinguish Australian citizenship from permanent residence
Australian citizens and Australian permanent residents have different pre-travel requirements for New Zealand. Check the passport and status of each traveller instead of treating an Australian address as proof of citizenship.
Review scope: 25 October 2026
INZ’s citizenship/permanent-residence distinction, NZeTA fees and historical IVL change were checked, with declaration and MPI tasks kept separate.
Sources and what they coverCorrection — 16 October 2026
The earlier headline “No Visa, No Limits” overstated the position. Entry remains conditional, and an Australian permanent resident needs an NZeTA even though an Australian citizen does not.
Use the actual immigration category
INZ’s Australian Resident Visa guidance says eligible Australian citizens and permanent residents can receive the relevant residence permission on arrival if they meet the requirements. It separately requires Australian permanent residents to hold an NZeTA before travel and exempts Australian citizens from that requirement.
Keep the declaration separate
The New Zealand Traveller Declaration collects arrival information, including customs and biosecurity details. Check the applicable submission window on the official service. A passport or NZeTA does not replace the declaration.
- Check each traveller’s nationality, passport and Australian immigration status.
- Confirm any required NZeTA against the travel passport.
- Prepare accurate declarations and keep used outdoor gear accessible for inspection.
- Check onward transport and accommodation without assuming instant border clearance.
Health, work and driving are separate practical checks
Check the actual conditions of the permission granted, the relevant road rules and any health-care or insurance arrangements. An entry benefit does not mean every service is free or every activity is unrestricted. Use the current authority guidance for the activity you plan.
NZeTA and IVL: compare the actual traveller
| Traveller example | NZeTA for this status | IVL for this status |
|---|---|---|
| Eligible Australian citizen | Not required | Not payable |
| Eligible Australian permanent resident on a foreign passport | Required before travel | Not payable for qualifying Australian permanent residence |
| Australian temporary resident | Check the foreign passport’s ordinary entry route | Check the actual visa or NZeTA category |
INZ lists NZeTA requests at NZ$17 using its app and NZ$23 online. The IVL, where applicable, is NZ$100; those amounts should not be added together for a traveller who is exempt from one or both. Check the official service and each person’s passport and status before paying. The earlier article incorrectly described an October 2026 fee increase; the NZ$100 IVL increase took effect on 1 October 2024.
A mixed-status group needs separate document checks
Illustrative example: an Australian citizen and a partner with Australian permanent residence travel together. The citizen’s NZeTA exemption does not extend to the partner. Check the partner’s foreign passport, current Australian status and NZeTA independently. Complete the required New Zealand Traveller Declaration for each person using its official instructions, rather than treating a shared flight booking as a shared permission.
Separate biosecurity and onward transport from admission
Make an inventory of food, used footwear and outdoor equipment and follow MPI’s declaration guidance. Keep items requiring inspection accessible rather than at the bottom of every bag. Allow flexibility before a vehicle collection or domestic flight; immigration permission does not establish a fixed clearance time or remove a biosecurity assessment.
Keep any NZeTA approval, Australian-status evidence, arrival declaration and first accommodation details available offline. For a long stay, work or a change in circumstances, read INZ’s actual conditions for the permission granted. Do not treat an ordinary Australian address as evidence of permanent residence or citizenship.
